There are a number of good places to do programs. I assume that one of your target groups will be Freshmen, so you want to spend some time in the Residence Halls. The Sharp Lounge has a large television, and a pool table. It's a good place to have an event that requires a television. The Patterson Lounge is also a good place for programs. There is a television and a pool table, and the space is much more open than Sharp. It would be a good place to plan a larger event. Monroe, one of the main Freshmen dorms, has lounges every other floor, but they are smaller. These lounges are useful if you just want to have a few students from a particular hall meet you. Butler also has a good lounge with a television and a pool table.
The place most people table on campus is inside the University Center. Starting next January, the UC will not exist because they are renovating it. At the beginning of the year, the UC is a good place to table, but it's probably not the best place. I think that it would be better to set up a table in front of the Freshmen dorms and bring food. I met a lot of students when I set up a bagel stand in front of the Freshmen residence halls. I wish I had done more tabling around campus.
As far as programs are concerned, I held a number of events inside the upstairs rooms of the University Center. This is a very good centrally located place on campus. The coffee shops on campus are good places to have a coffee hour. Pocket park, next to the UC is a nice spot where you can meet with students. I got a lot of use out of the Reily Center (the campus recreation center). I held a smoothie hour at the gym at least once a week. It's a great place to meet students when they are trying to unwind from the stresses of class. Check out the Tulane website for contact information, phone numbers and maps of campus: www.tulane.edu.
